com/HrPositions/Details?uid=2515&SalaryRange=-&Title=False&MunicipalityFilters=2515%3a%3aCity+of+New+Haven&HideAppliedTo=False&RecordKey=3346 DEFINITION Under the direction of the Utility Office Manager the Utility Billing Clerk is responsible for clerical, administrative, and data processing work in the billing and collection of utility accounts.
ESSENTIAL FUNCTIONS Collect and process payments from customers at utility window, through the mail, and from other collection sites.
Enters all data required to initiate and maintain customer account files and run monthly water, wastewater, and stormwater bills for customer base.
Facilitate a good working relationship between the Public Works and Utility Billing.
Responds to public inquiries, problems, and complaints in a courteous manner, referring inquiries to the Utility Office Manager or Clerk-Treasurer as appropriate.
Maintains and balances daily cash drawer in collections of utility bills, assessments, building permits, water and wastewater taps and meters, street cuts, returned checks and all other miscellaneous charges/fees.
Applies penalties and generates monthly shut off notices.
Answers central telephone system and operates mobile radio base station.
Assists with the completion of the end of the year reports, backups and balancing the Utility financial records:
and reconciliation for taxes.
Perform record maintenance activities to include filing liens.
OTHER DUTIES Assists with maintaining water meter inventory, exchanges, and new installs in system.
Makes courtesy phone calls to customers for abnormal meter readings.
Generates and processes work orders as needed for utility disconnects, new service locates and other public works service requests.
Receives, distributes, and processes incoming and outgoing mail.
Any other duties assigned by the Utility Office Manager.
QUALIFICATIONS Knowledge of:
Electronic Data Processing (BS&A software preferred) Proficient in MS Excel and MS Word Expert level mathematical and organizational skills.
Strong knowledge of bookkeeper practices and procedures Proficient in using a calculator.

Education and
Experience:
Minimum of one year of accounting or finance experience Minimum of 1 year customer service experience.
Highschool Diploma or GED required Degree in accounting, business or management is preferred.
Physical Demands:
The work is in an office surrounding with lifting requirements of up to 25 lbs.
